Col Regs Flashcards
(182 cards)
RAM Vessel
A vessel which from the nature of her work is restricted in her ability to manoeuvre as required by these rules and therefore unable to keep out of the way of another vessel
Power Driven Vessel
Any vessel propelled by machinery
Underway
That a vessel is not at anchor, or made fast to the shore, or aground
Restricted Visibility
Any condition in which visibility is restricted by fog, mist, falling snow, heavy rainstorms, sandstorms, or any other similar causes
Vessel
Every description of watercraft, including non-displacement craft, WIG craft and seaplanes, used or capable of being used as a means of transportation on water
Sailing Vessel
Any vessel under sail provided that propelling machinery, if fitted, is not being used
Safe Speed
Every vessel shall at all times proceed at a safe speed so she can take proper and effective action to avoid collision and be stopped in a distance appropriate for the prevailing circumstances and conditions
Factors for All Vessels
a) The state of visibility
b) The traffic density including concentrations of fishing vessels
c) The maneuverability of the vessel with special reference to the stopping distance and turning ability in the prevailing conditions
d) At night, the presence of background lights such as from shore lights or back scatter of her own lights
e) The state of wind, sea and current, and proximity of navigational hazards
f) The draught in relation to the available depth of water
Factors for Vessels with an Operational Radar
a) The characteristics, efficiency, and limitations of the radar equipment
b) The limitations of the radar range scale in use
c) The effect on radar detection of the sea state, weather and other sources of interference
d) The possibility that small vessels, ice, and other floating objects may not be detected by radar at and adequate range
e) The number, location, and movement of vessels detected by radar
f) The more exact assessment of visibility that may be possible when radar is used to determine the range of vessels or other objects in the vicinity

In the Canadian waters of a narrow channel or fairway, a _____ or _____ shall not be _____, _____ or ____ so as to impede the safe passage of any other vessel or object using those waters
Barge, Inconspicuous partly submerged object, Navigated, moored, anchored
Visibility of Lights: Inconspicuous Partly Submerged Object Light
3nm
The term restricted visibility means any condition in which visibility is restricted by _____, _____, ___ ____, ____ _____, _____ or any other similar causes
fog, mist, falling snow, heavy rainstorms, sandstorms
Safe Speed:
_____ _____ shall _____ ____ ___ proceed at a ____ ____ so that she can take _____ and _____ _____ to avoid collision and be stopped within a ______ _____ to the _____ _____ and _____.
Every vessel, at all times, safe speed, proper, effective action, distance appropriate, prevailing circumstances, conditions
TSS- Can Mods
In addition to being allowed to fish in separation zones, fishing vessels in Canadian waters are also exempted from the TSS rules regarding ______, _____, ______, and ______
Crossing lanes, joining lanes, direction of traffic flow, avoiding TSS by wide margin if not using it.
Separation zone, crossing, joining, direction of traffic flow and TSS avoidance rules do not apply to vessels:
Engaged in fishing with nets, lines, trawls, trolling lines, or other fishing apparatus.
Engaged in laying, servicing, or picking up a navigation mark, submarine cable or pipeline, dredging, surveying, underwater operations or launching or recovering aircraft.
Lookout:
____ ____ shall _____ ____ ____ maintain a _____ ___ ____ by ____ and _____ as well as by _____ ____ ____ in the _____ _____ and _____ so as to make a ______ ______ of the _____ and of the _____ __ ______
Every vessel shall at all times maintain a proper look-out by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and of the risk of collision
Responsibility between vessels hierarchy:
- NUC and RAM
- Constrained by Draught
- Vessels Engaged in Fishing
- Sailing Vessels
- PDV and WIG when operating on the water
- Seaplanes and WIG when taking off and landing
A vessel which detects by ____ _____ the presence of another vessel shall determine if _________. If so, she shall take avoiding action in ____ ____, provided that when such action consists of an alteration of course, so far as possible the following shall be avoided:
(i) and alteration of course to ____ for a vessel forward of the beam, other than for ____
(ii) an alteration of course ____ a vessel abeam or abaft the beam
Radar alone, a close-quarters situation is developing and or/ risk of collision exists, ample time
Port, a vessel being overtaken
Towards
The words “vessel” includes every description of watercraft, including _____, _____ and ____, used or capable of being used as a means of ____ ___ ____
non-displacement craft, WIG craft, seaplanes, transportation on water
