- Make Risk Decisions
- Implement Controls
- Supervise
WHAT IS THE POLICY ON STANDING ORDER NUMBER # 1?
Policy: Accept the minimum risk consistent with the mission while recognizing that: we can minimize risk but never completely avoid it and risk management is not the mission, but it is inherent in every mission.
Define Identify Hazards ?
conditions and situations with the potential for causing injury, damage or mission degradation.
Define Assess Hazards ?
prioritize the identified hazards by considering the severity of possible loss and weighing the probability of possible loss.
Define Make Risk Decisions ?
consider options for controlling the most threatening risk first. If the benefit does not CLEARLY outweigh the risk, INFORM ME IMMEDIATELY.
Define Implement Controls ?
train, practice, supervise, brief,
chalk-talk, dry-run evolutions as appropriate before they actually occur. Use checklists, protective equipment, and redundant watchstanders as required. Ensure all personnel involved know their jobs. Have a “bump plan” to safely fall back on in case your plan goes bad.
Define Supervise?
– if you are in a supervisory position, watch over and monitor evolutions and constantly evaluate whether they are proceeding as you expect. Beware of CHANGE and unforeseen circumstances. Execute your “bump plan” if your original plan is ineffective.
what is the responsibility of the OOD?
As OOD you are directly responsible to me for the safe and proper operation of this ship.
