- legislation from both chamberlain and Churchill helped welfare
- 1925 contributory old age pensions introduced, pensions earlier at 65, and workers and wives received a pension
- 1925- unemployment insurance benefit- benefit claimed indefinitely provided the worker was genuinely seeking work
