Recite the Preamble
We the people of the United States, in order to form a more perfect Union, establish justice, domestic tranquility, provide for common defense, promote the general welfare, and secure the Blessings of Liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America.
Weak and loose agreement between the states to form a union. Nations first constitution.

How a territory can become a state, states cannot fight against each other, each state has a constitution that agrees with the government

Articles are directions for how the government works, the Constitution can be changed by amendments. Amendments can be put in place with 2/3 of congress vote or 3/4 states vote.
