Basic rights would be entrenched - Despite 1998 HRA, still not safe due to lack of entrenchment
Independent judges could protect the constitution
Would prevent the theoretical chaos of a majority government, unopposed
Bring up to date with modern democracy

Less flexible and responsive- Firearms act 1968 and 1997 Amendments following Dunblane. Problem of the US, can’t react to change - Anti Terror bills early 2000s
Entrenched bill of rights may not guarantee success - US Lynching
Regular elections may provide constraint on power
Judges are unelected and socially unrepresentative

Stronger regional identity, localised decision making (Cornwall and devon)
England is the largest part of the UK yet no devolved body
England receives less money per person
