When a Senate doesn’t agree with a law, he doesn’t stop talking (don’t always have to talk, it can be broken if 60 members of Senate say stop)

The vice president is the president of the Senate, he can only vote if there is a tie because he isn’t an actual senate member
Who is the second the leader of the senate
The President Pro Tempore, because VP isn’t always there, he can vote
