LEPAR act (2002)
- a person cannot be detained unless they have been arrested
- maximum detention period of 4 hours (or extended through detention warrant)
- suspect must be issued with a caution of their rights
- Individual has right to silence

A
they have additional rights, such as:
- right to legal representation
- right for a minor to have an independent adult person present during questioning
