U would first call the registrar to discuss the issue in a more PRIVATE ENVIRONMENT
I would then seek more information -
i would share my CONCERNS ABOUT WHAT I THINK I SAW and ASK INFORMATION
and why he has done it - It may be that a valid explanation exists for their behaviour but it is highly likely that this needs to be reported or escalated
I would need to know if he is struggling in some sort of way with drug abuse
if this is his first time
my first concern would be for patient safety can he make good clinical decisions
I would encourage them to talking to their education or clinical supervisor or the direct consultant
but i would also like to affirm that i would be taking that step if I do not see a response from his end
may well also require professional support which may be accessed via local occupational health or their own GP. Specific support services for doctors and healthcare professionals
