They offered a potential basis for a negotiated peace but Germany declined

- allowed women to vote
- proportional representation
- full democracy
- referendums could be called if a tenth of the electorate calls for one
- clearly set out individual rights

- hugely unpopular
- the proliferation of smaller parties allowed them to exploit the system
- coalition governments
