EIA must be carried out when an activity or plan may cause significant environmental impact or if it is unknown whether it may cause such impact.

DEFINE ENVIRONMENTAL IMPACT ASSESSMENT
A
- An EIA aims to predict and mitigate negative impacts from a project or a plan
- It is a democratic process including both dialogue procedures and document
- EIA is a decision-guiding procedure and it is applied when there is an expectation or, or uncertainty of, significant environmental impacts
- The focus is often the environment, but it also includes impact on social and cultural values
