Why were Elizabethans worried about the poor?
They were considered as criminals.
Fear of rebellion.
Growing industry.
Laziness.
What would an Abraham man do?
pretend to be mad hoping that threatening behaviour would result in charity through pity
Counterfeit crank
Pretended to suffer from epilepsy and suck soap to fake foaming at the mouth
What would a hooker do?
Would knock on doors to seek charity while scanning the place for valuables. Then would go back when dark with a long stick to steal the stuff.
How many people were classed as poor?
3 million
What was a vagabond?
The unemployed
Why did people dislike the unemployed?
They were seen as too lazy to find a job and would use crime as a form of income. And they spreed diseases.
What was a ruffler?
Ex-solider who would use violence and treats to get what they want.

William Cecil

In command of attacks.

What was the role of the overseer of the poor?
To collect local tax.
What was the role of the Lord Lieutenant?
A wealthy landowner - was often a Privy councillor.
One per town/county.
In charge of the local militia (military force raised from civil population).
Who was Christopher Hatton?
Organised the royal progresses.
What did the Sheriff do?
Concerned with legal affairs, e.g appointing and swearing in juries.
Helped with the tax collections.
Who was Robert Dudley?
Commander of Army
What was the role of the Parish Constable?
To prevent trespassing and poaching.
Keep order in Taverns and Inns.
Watched out for Vagabonds.
To carry out punishments such as whipping.
To keep peace and arrest those who broke the law.

Secretary of State.
What was the role of JP’s
Between 30 - 60 per county.
Mostly wealthy country gentleman.
Unpaid job.
But gave them status and power within their community.
Made sure law and order was keep in their community.
The Lord Lieutenant worked for them to help.

What sort of men were Privy councillors?
Advisors appointed by the queen.
Upper class.
Mostly Protestants (but did include some catholics).
Met two or three times a week (Elizabeth rarely attended).
