unanimous to qualified majority, except major votes- no single government can veto legislation, Brussels and supranational have more power than states in environmental protection, economic imperatives for global competition ( minimizes NTBs)-non tariff barriers- anti-trust policy and less protectionism

changed EC to EU, creates European Central Bank and the euro, denmark, Sweden and UK not included in this
