What is 14 CFR Part 21?
Certification Procedures for Products and Articles. It is the complete certification overview for TC, ATC, STC, problem reporting, disclosures, production changes, TSOs, conformities, etc. Details all aspects of the certification process.
What if you had a project that was due and you had pressure from your management, what would you do?
I would provide an ECD on when I would be able to review the data thoroughly. If too much pressure I would bring it up with advisor and/or RA. Last resort would be to call undue pressure.
What is the ODA?
The ODA is the Organization Authorization Delegation, it’s a group appointed by the FAA that acts on behalf of the FAA. It contains both the Regulatory Administration and the E-UMs.
Who is the applicant?
The applicant is Boeing who are showing to the airworthiness regulations.
What is an E-UM?
An E-UM is an Engineering Unit Member, who is part of the ODA and acts on behalf of the FAA to find compliance to airworthiness standards.
Have you ever done a safety analysis, what training coordinates for safety have you obtained?
ARP4761 and ARP4754 are the two large-scale safety documents that cover the System Safety Analysis process that goes through the FMEA, FTA, PSSA, etc.
Please explain how YOU remain cognizant of the applicable design or production principles, system safety principles, or safety risk management processes for YOUR UM authorization.
This interiors world is constantly evolving, usually I keep to date by reading ODA COMMs to through emails and attending my advisor’s monthly E-UM meeting to disseminate crucial information for our organization. If I need to look anything up specifically I’ll visit the RA website, seems like there is already a BPI for most processes.
What is an advisory circular?
It is a type of FAA documentation that provides clarification or an accepted means of compliance to an airworthiness standard.
What is a certification basis?
Certification basis is complete list of regulatory certification requirements applied to a specific project.
What is the Certification Type Data Sheet?
It’s a master form that contains all of the regulations and SCs applicable to all TC/ACs, simply put is a certification basis form for all minor models.
What is a certification plan?
It is a plan on how the applicant will show compliance to all airworthiness regulations, including schedule, artifacts, where the FAA will be involved, etc. for a TC, ATC, or Major type design change products.
What is a “full certification plan”?
It’s when the CP contains all that is required for the certification basis.
What is a “partial certification plan”?
A partial CP contains only a portion or specific part of what is required for a complete showing for the project. Might document specific activities that are required to be completed earlier.
What is a “component certification plan”?
A component CP is typically used to get a head start on certification testing by detailing activities at a component level including regulations and conformities to be re-linked to the installation CP.
What is an “Amended Type Certificate”?
Usually used for a derivative minor models, similar to Type Certification, when a new minor model shows to meet all airworthiness regulations, but typically won’t be as extensive due to similarities with the previous minor models or differences between the original TC.
What is a “Type Certificate”?
A TC is when the FAA issues a certification for a new airplane model that is shown to meet all airworthiness regulations.
What is a “Supplemental Type Certificate?”
Used for in-service modifications, either through FAA approved service bulletins or an issued STC
What is an “Airworthiness Certificate?”
Every individual airplane must have an airworthiness certificate that verifies it conforms to the certified type design and is in a condition for safe operation.
What is a “Production Certificate?”
A production certificate is required to repeatedly produce type design certified airplanes without the need for FAA inspection of every airplane

What is an issue paper?
An issue paper provides means for identifying and resolving a significant technical (novel), regulatory, or administrative issue occurring during the certification process. See AC20-166. Can result on new MOCs, ELOS, SCs, etc.
What is conformity?
Conformity is the process in which an authorized personnel (inspector) performs a thorough review of the build and process documentation of something. This includes physical inspection and verification of FAA Form 8120-10 (REQUEST FOR CONFORMITY) special instructions. See ODA-300064-NM Appendix K and L.
