varies with circumstance
- increases: during election year and when presidential popularity is low; also when issue directly affects few people and not in public spotlight
- decreases: during crises

high correclation between PO and policy; but difficult to show causation
- usually latent; elite consensus effects PO
- empirical studies show higher pres approval the more use of force
- force less likely in election cycle
- dem use more force during high inflation, rep use in high unemployment
