Who has the authority to make arrests and use force?

What is police discretion?
officers use their own judgment in making decisions; involves moral and ethical decisions
What are the Bill of Rights?
the first 10 amendments of the Constitution

- the perception of too much police presence and action in a neighborhood
- the perception of too little police presence and action in a neighborhood
What are predatory crimes?
crimes like rape, homicide, burglary, etc that the police primarily focus on
What is ethics?
What is morality?
- relates to the behavior of a person
- concerned with an individuals internal sense of proper conduct
What is means-end?
means= the ways in which these goals can be achieved; how things are done
ends= the goals to be achieved by the means
What are dirty means?
unethical or illegal means

- first appointed law officers; deal with stray cattle to misbehaving children
- men who would watch the town, especially at night; watch for fires and suspicious people
What are posse?
a band of armed male citizens, to assist in apprehending criminals and dealing with other violent threats

codes that articulate the rights and responsibilities of African Americans

created in 1829; made to resemble the military

Who is Max Weber?
believed that bureaucracies were the solution to many managerial problems
What is the division of labor?
labor is divided among different persons and offices; designed to allow for the development of expertise and efficiency; specialization is based off the size of the departments
What is the Hierarchy of Authority
focus on certain responsibilities for all of the work of an organization; chain of command
What is span of control?
refers to the number of people a supervisor is responsible for overseeing
What is unity of command?
the notion that each subordinate should only have one supervisor, thus eliminating the possibility of conflicting orders or instructions.
What is delegation of authority?
no one person in the organization is in control of everything
What is the principle of impersonal relationships?
indicates that decisions must be made objectively and without emotion; relationships cannot be a basis to make organizational decisions
What is incapacitation?
making it impossible for someone to commit crimes
What is deterrence?
making someone decides not to do something

State= highway patrol, NY State Police
