in the 1990’s
What was the Favela Bairro project?
It was a Government scheme which set aside $200million in order to improve 60 out of the 600 favelas
What was one type of self help scheme used in the Favela Bairro project?
Residents in Fvelas were provided with the materials to build a home safely to replace the unregulated dwellings which they had built. This also provided many Favela members with experience allowing them to find jobs
What were some legal actions taken in the Favela Bairro project ?
Some people were granted rights to their own properties and some were given low rent
what was the pacification programme in the favelas of Rio?
An attempt to spread the wealth from the richer places in Rio into the Favelas by filtering out the drug traffickers so rio could live in peace

Rocinha was heralded as a success however now is controlled by the red command

How did the residents in the favelas feel towards the pacification programme?
Many residents got caught in the cross fire between the gangs and the police fights, this lead to distrust for the police forces as they weren’t able to deliver their promises
Could the police forces be seen as corrupt?
Yes, as the police went to pacify the favelas they weren’t able to differentiate innocent people from harmful drug traffickers so many innocent people were killed by the police as a demonstration of police power/ brutality
