Aspect Display Unit
The Device in the controlling cab on which cab signals are shown.
Automatic Train Control (ATC)
A system that intiates a penalty Brake application if the Engineer fails to REDUCE speed in compliance with cab signal indications.
Automatic Train Stop (ATS)
A System that intiates a penalty brake application if the Engineer fails to acknowledge a more RESTRICTIVE cab signal indication.
Bulletin Order (BO)
Order issued by the authority of the Senior Vice President- Operations containg TEMPORARY INFORMATION affecting the movement of trains, including chages to the Operating Rules, Employee Special Instructions and Physical Characteristics. Bulletin Orders remain in affect until fulfilled or cancelled.
Daily Train Operations Bulletin Order (DTOBO)
Order issued by the authority of the Senior Vice President- Operations containing Working Limits Stop Sign locations (Rule 22-A), Temporary Speed Restrictions, Bridge Strikes, and other saftey critical instructions and information.
General Order (GO)
Order issued by the authority of the Senior Vice President- Operations that contains Permanent Changes in Operating Rules, the Special Instructions, or other Operating Manuals.
General Notice (GN)
Notice issued by the authority of the Senior Vice President- Operations that contains instructions that do not affect the movement of or operation of trains.
Operating Schedule Order (OSO)
Order issued by the authority of the Senior Vice President- Operations containing information and changes to the Operating Schedule. Operating Schedule Orders remain in effect until fulfilled or cancelled.
Operations Notice
Order issued by the authority of the Senior Vice President- Operations that contains items of an advisory, explanatory, and/or cautionary nature related to Operating Rules, the Special Instructions, and other instructions.
Positive Train Control System (PTC)
An electronic train control system which enforces MAS, Temporary Speed Restrictions, Stop Signals, or other conditions requiring a train stop.
Train Control Apparatus
The equipment on an engine or cab car that recieves and displays cab signals and controls the speed of the train in accordance with that signal.Train Contol Apparatus includes the cab signal unit, the aspect display unit, the automatic train control, the automatic train stop, and all associated equipment.
Good Faith Challenge
Employee qualified on the Operating Rules has the right to challenge in good faith, any directive that would violate a Metro-North rule or instruction in the following areas:
a. Operating Rules
b. Special Instructions
c. Equioment Operating Instructions (MN-401)
Returning to Service
more than 30 days without perfoming duties needs to report to their supervisor before accepting assignment for the purpose of:
a. Reviewing the employee qualifications;
b. Reviewing any changes in rules. instructions, or physical Characterstics;
c. Inspecting and updating the employee’s required publications.

a. Working Limits Stop Sign Locations;
b. Temorary Speed Restrictions
c. Other Saftey Critical instructions and Information.
Bridge Strikes
Must operate at Restricted Speed over the bridge specified between locations names on the DTOBO.
Additions and Cancellations
Temporary Speed Restrictions and Bridge Strikes will be added or cancelled on the DTOBO except when it is more efficient to add or cancel restrictions by Form M.
Watches and Standard Clock
must have a reliable watch, which simutaneously shows hours, minutes and seconds.
Watch must be set to a standard clock before starting each tour of duty. If a standard clock is not avaliable, the employee will check his watch with another employee who has the correct time or call the OCC for a time check.
Flagging Equipment
Consists of a** Red Flag** and a White Light (Flashlight)
Flagging Signals
A red flag will be used from sunrise to sunset.
A white light may be used from sunset to sunrise or when a red flag cannot be seen clearly.
Engine Horn
Engine Horn must be tested and in working order prior to depature from Initial Terminal.
