How does a bill become a law

A

1 A member of the house introduces the bill in one of the houses 

2 bill is assigned to committee for review and discussion the committee may make changes, before deciding to send it to the full house or senate

3. The bill passes one chamber it goes to the second for voting.

If it passes both chambers than the president needs to sign it, and then it is a law

What is the difference between mandatory and discretionary in the federal budget?

A

Mandatory is a certain amount of money that must be used for a specific purpose 

Discretionary means it is up to the president to decide how much is put towards that something
