ユニバーサル・ヘルス・カバレッジ（Universal Health Coverage, UHC）は、すべての人が必要な健康サービスを経済的困難を感じることなく受けられる状態を指します。具体的には、予防、治療、リハビリ、緩和ケアなどの包括的な健康サービスが含まれます。UHCは、以下の3つの重要な要素を強調します。
アクセス: すべての人々が必要な医療サービスを受けられること。
**品質: **提供される医療サービスが適切で高品質であること。
財政保護: 医療サービスを受ける際に、経済的な困難に直面しないこと。
