Problems with the Articles of Confederation
- Each state had 1 vote regardless size
- No power to tax
- Couldn’t regulate foreign interstate trade
- No executive branch I enforce rules
- No judicial branch to settle disputes
- Unanimous vote needed for AC
- 9 out of 13 states was required to pass laws

supported by larger states, thought that representation on government should be based of population, government should be divided into 3 branches, Federal government should have expanded powers
