Rule 1.2
Drug and Alcohol Policy
Everyone’s responsibility to come to work safely
No one can operate a WM vehicle while under influence of drugs or alcohol.
Rule 1.7
Laws and Regulations
Every WM driver must know and obey local, state, and provincial and or federal laws and regulations for operating vehicles.
Rule 1.8
Commercial Drivers License
WM vehicles can only be driven by EE’s that have a valid CDL.
Must be specific to the type of truck they are operating.
May also need appropriate endorsements according to state and provincial laws.
Worker Safety focuses on:
Safety on the route
Safety in the yard
Rule 1.9
Authorized and Trained
Drivers and helpers are only to perform those job tasks for which they have been trained and authorized.
Classroom time, on the job training, job shadowing, ETC,
Rule 1.3
Safety PPE, Tools, and Equipment
Important to wear PPE when working.
Approved PPE must be used where applicable.
Different jobs require different PPE.
Includes: High visibility vest, safety toe work boots, gloves, hard hats, safety glasses, special PPe requirements
Rule 1.5
Unauthorized People
D and H must Immediately notify management when they see someone who is not an EE on WM property
If notified, your responsibility to find person and follow up on it
Rule 1.15
Unauthorized Passengers
EE’s are not allowed to transport unauthorized passengers in any company-owned vehicle
A DM can approve the authorization of a passenger.
Rule 1.16
Unauthorized Stops
Driver can not use WM vehicle to conduct personal business. Driver must follow routing sequence; unauthorized stops are not allowed. Authorized stops include:
Customer location, disposal locations, approved break/lunch stops, district parking areas
Rule 1.13
Horseplay
Important you are constantly aware of all surroundings
Prohibits horseplay/practical jokes while on the job.
Rule 1.14
Scavenging/Salvaging
Prohibits scavenging/salvaging. Includes on the route or at the disposal location
Hazards of scavenging include:
-cutting hands and arms
-being injured by a vehicle while on the route
-being injured by a vehicle or piece of equipment on the tipping floor or at a disposal location
Rule 1.1
Safety Breifing
Must be performed before beginning a task. Ensures everyone knows the responsibility and safety precautions of the task.
Can be conducted 1on1 or in groups
Must involve everyone that is part of the task
Should identify all hazards of a particular task and the measures planned to control hazards
Must be conducted with anyone new riding/working with them before starting route
Rule 1.12
Warning Signs
EE’s must read and obey all warning signs and labels on: equipment, fuel islands, disposal sites, etc.
Never deface or remove warning labels/signs. Report damage on daily DVIR.
Vehicle Safety focuses on:
Operating a vehicle safely
Parking a vehicle
Safely securing a vehicle
Several of rules are LCRs
Rule 1.10 (LCR)
Seat Belt
Always comply with seat belt rules.
Anytime vehicle is in motion, hoisting roll off containers, tractor trailer, body styles that are half-pack
One exception: One person residential route-Driver is servicing customers
Rule 1.19 (LCR)
Equipment Safety Devices
Never modify or disable equipment safety devices
All non-working safety devices should be reported immediately
EE’s must not disconnect or override a safety device.
Rule 1.20
Radar Devices
Never leave the yard with a radar detector in a company vehicle or truck that is being used for company business
Rule 1.21
Leaving a vehicle unattended
Driver must always ensure the parking brakes are holding the vehicle from moving before exiting the vehicle
Rule 1.22
Throttle Advance Operation
Driver can never utilize any type of object to prop or push accelerator in order to increase the engine speed or RPMs.
Before engaging the throttle advance, the transmission must be in neutral or park, and the parking brake must be set.
Can use: electronic throttle advance switch, mechanical hand throttle
Rule 1.18 (LCR)
Safely Securing the vehicle
EE’s must follow the WM hazardous Energy Control Program for safely securing a vehicle when performing cleaning tasks or any time an EE climbs inside, on top of, or under the vehicle.
Steps to Safely secure the vehicle:
Park on level ground, put transmission in neutral gear and set truck brakes–>
Control stored energy by lowering/raising the arms and extending the blade if necessary–>
Shut off the engine–>
Place ignition key in pocket–>
Verify the air and hydraulic pressure has been released>
Activate the battery disconnect
Rule 1.6
Breakdowns
Immediately reporte to dispatch and or route manager when breakdown occurs
Pull off road to a safe location if possible–>
Turn on emergency flasher lights–>
Place emergency warning triangle
Rule 1.11
Maintenance
Drivers and helpers are not allowed to repair equipment
Only specially trained and authorized EE’s are allowed to repair equipment
Manufactures approval must be obtained before any changes are made in the use or design of the equipment
