Can you submit an IFR flight plan after T-O?

A

Technically, you are allowed to do so everywhere but in many countries the ATC will not like it as they will have to fill it by hand themselves and it will keep the frequency busy for a while, especially if the pilot is not familiar with the procedure to do so.

You can activate or de-activate a flight plan in flight without problem.
