PM 300 - ban cinstruction; truck entry;
not so severe - enhance parking fees 3-4 times; spray water on roads and to remove smog
Why GRAP does not work?
When construction is banned traffic increases (CO), lower wages, some constructions still proceeds, same with trucks. Delhi only has around 7500 busses for 20 mln people. Water shortage and it is a short-time advantage.
Seoul policy
Clean air conservation act 1990. 2012 banned diesel 5 vechicles; eco-boilers penalties up to 8000 dollars,
closure of 30 coil-powered plants. 24 of them will be renovated as natural gas-fired power plants
Metro reduce air pollution by 30%, installed ventilation systems, cleaned railways
