Focused on Germany’s international position
-Germany, France and Belgium promised to respect the Western Front
-Germany agreed to keep troops out of the Rhineland
-German agreed with surrounding countries that any disagreements between them should be settled by a conciliation committee to mediate any discussions
What was the policy of fulfilment?
Germany would cooperate with France, GB, USA and Italy on issues on reparation payments and removing allied occupation of Germany
