The chose the federal system because it works well in countries who have different goals and needs all throughout it. It also works well because it divides national and regional government

a direct democracy would not work because it would be impossible for every single person to vote and some people chose not to vote.

How to Become a State
Northwest Ordinance of 1787 required state to have a minimum pop. of 60,000 people and that its government and constitution be a republican in nature. lawmakers had to petition to US for admission. If Congress approved, it would issue an order (enabling act) directing the state lawmakers write a constitution for the proposed state which would then be put before a popular vote. If approved the lawmakers present it to Congress for consideration, if approved it would pass an act of admission organizing the area into a state then all they needed was president's signature
