. To establish a responsible government of India but in successive stages.
. The responsible government will ultimately be established but the British india will be an integral part of British Empire.
To develop self governing Institutions in india .
First,the local affairs will be given to the indians and provincial matters will be given their control later.
. Objective of act was to provide provinces the largest Measures of independence and de-centralize the authority without losing the control of central government provisions .
