One person from every tribe picks up a stone and brings it back to their tribe as a testmant to how wonderful God is. That night, Israel camps at Gilgal, the Eastern border of Jericho. Joshuah takes the stones and sets up a monument. He says the stones represent the crossing of the Jordan, he invokes the crossing of the red sea.

The Transjordanian altar
In the land of Gilead east of the Jordan the Reubenites, Gadites,
and half-tribe of Manasseh built an altar. The rest of Israel heard about it and set out to make
war against them. Pinchas son of Eleazar went to talk to them. But, they did not build the altar
to offer sacrifices or burnt offerings. It was built as a witness that although the Jordan separates
them, they are a part of Israel and that they will perform the service of the Lord at Shilo. And
they named the altar “witness.”

The tribes are fractured, working independently from each other. No centralized authority. There are Canaanites and Philistines and all manner of non-Israelite active in the Land, often conquering the Israelites.
