- stockpiles decimated a month before by EQ
- advised evac, many stayed due to looting
During:
- airport closed
- looting occurred as lack of relief
- power restored within a week
- 1 mil food packs
- $1.5bil foreign aid
- disaster relief system failed due to lack of comms
After:
- 15000 households permanently resettled
- govt hadn’t repaired all damage a year after
- people still living in temp houses 1 yr later
- build back better scheme to make homes more safe
