Under what circumstances is a person allowed to enter or cross the exposed space at the bottom of a working shaft?
No person shall enter or cross the exposed space at the bottom of any working shaft except to enter/leave a conveyance or for examination/repair. Work is prohibited in such space unless cages are stopped and adequate precautions are in place.
What are the rules for getting on or off a cage or other means of conveyance in a shaft?
A person must not get on/off a cage after it’s signaled to move or before it stops. Riding on top/edge is only allowed for examination/repair work.
Whose orders must be obeyed at the top or bottom of a shaft or any inset?
Every person at the top/bottom of a shaft or inset must obey the banksman/onsetter’s orders.
When is examination, repair, or other work prohibited in a shaft?
Examination/repair work in a shaft is prohibited during winding operations, unless winding is necessary for the work itself. The banksman and winding engineman must be warned before such work begins.
What safety measures are required for examination, repair, or other work in a shaft?
Shaft examination/repair requires at least two people, safety belts approved by the Chief Inspector, protection from falling objects, and protective hats.
Who is allowed in a winding engine room?
No unauthorized person is allowed in a winding engine room.
What is required for an adolescent to descend or ascend a shaft in a cage?
Adolescents must be accompanied by one or more adult males when descending or ascending a shaft in a cage.
To what roadways do the provisions of sub-regulation (2) to sub-regulation (20) of Regulation 92 apply?
Regulations 92(2) to 92(20) apply to roadways where materials are transported in tubs by gravity or mechanical power.
What are the requirements for haulage roadways?
Roadways must be of adequate dimensions, as straight as practicable, of regular gradient, and have properly laid tracks with rails of adequate section.
What are the requirements for pulleys, sheaves, and rollers in haulage roadways?
Pulleys, sheaves, and rollers that alter the direction of a rope must be securely fixed. A lever or other proper appliance is required to guide or adjust a moving rope.
What safety devices are required at the top of inclined planes in haulage roadways?
At the top of inclined planes, at least one stop-block is required to arrest tubs. A runaway switch is required below the stop-block at a distance greater than the length of a set of tubs (but not exceeding the length by more than 10 meters).
Under what condition must the stop-block and runaway switch be inter-coupled?
Stop-block and runaway switch must be inter-coupled if required by the Regional Inspector.
What is required to prevent tubs from running back on inclined planes?
A back-stay, drag, or other suitable contrivance is required behind an ascending tub to prevent it from running back. Automatic catches can be used for endless ropes.
Who can grant exemptions from the requirement to prevent tubs from running back?
The Regional Inspector may grant exemptions from the back-stay requirement if compliance is not reasonably practicable.
What is required to prevent runaway in the forward direction?
Safety hooks, jazz-rails, or other suitable contrivances are required to prevent runaway in the forward direction.
What are the requirements for tub re-railers?
Tub re-railers are required at intervals of not more than 250 meters. When re-railing manually, the tub must be detached or the haulage engine stopped.
What are the signaling requirements for haulage roadways?
Effective means of transmitting signals are required on haulage roadways exceeding 30 meters in length, from every stopping place to the machinery operating the rope. The Regional Inspector may require signals in the reverse direction.
Who decides if signaling means are effective?
Any doubt about the effectiveness of signaling means shall be referred to the Chief Inspector for decision.
What is the standard code of signals for haulage operations?
ONE RAP: STOP when in motion. TWO RAPS: LOWER or haul in slowly. THREE RAPS: START when at rest. FOUR RAPS: RAISE or haul out slowly.
Where must the code of signals be posted?
A printed copy of the code of signals must be posted at the machinery operating the rope and at all regular stopping places.
Who is authorized to give signals?
Only a competent person or an official shall give any signal.
When is telephonic communication required in haulage systems?
Efficient telephonic communication is required between the end of haulage systems extending more than 300 meters from the shaft/entrance and the bottom/top of the shaft/entrance.
Who can require telephonic communication in cases where it is not normally required?
The Regional Inspector may require telephonic communication in other cases where traveling is unduly arduous.
What precautions must be taken when telephones or electrical signals are provided?
Precautions must be taken to prevent signal/telephone wires from contacting other cables/apparatus. Signal wires must be supported on insulators and energized at no more than 30 volts. Contact makers must prevent accidental circuit closing.
