Wolseys wealth
As an Archbishop alone he earned £3,000 per year (£1,000,000 today).
He had a household of over 500 servants- equal to the king.
He was 10 X richer than his nearest rival.
People that threatened his position could end up in the tower of london.

Taxes (Dr)
Wolsey improved taxation. Subsidy was used instead of fifteenths and tenths. This helped Wolsey to raise £170,000 for the king compared to the £90,000 from fifteenths and tenths.
The Amicable Grant.
To raise an army for Henry to capitalise of Frances weakness Wolsey demanded 1/3 of all Priests income and 1/6 of all regular peoples income. So unpopular that 10,000 rebelled in Suffolk. The Grant was put into action without consent of Parliament. Henry denied knowledge of this and was seen to be Wolseys first major downfall in the eyes of Henry.
The Eltham Ordinances.
A 79 chapter long book written by Wolsey. A way to change the royal household from being poorly organised, too expensive and unhygeinic. Dogs apart from small spaniards were banned. Wolsey also fired not needed or sick servants and dinner was at set times. This somewhat cut expenses and made a slightly more efficient household but It was not strictly enforced. Wolseys main success from this was limiting his pollitical rivals by reducing the privy chamber from 12 to 6.
Justice
Wolsey encouraged the poor to take cases in and he supported them over the rich. The court workplace was increased 10times. Less people thought he was trying to help the poor and was just using this to target his pollitical rivals.
Enclosures
In 1517 he set up an inquiry where land had been enclosed without permission. 260 court cases for this. Did not do much and enclosures still happened.
Treaty of London.
1519 - France, England and Spain all agree to have peace. This helped Henry to be seen as a great peacekeeper of Europe.
Battle of Pavia
1525
The Arquebus won to battle of Pavia for Charles showing their increasing effectiveness. Henry was the ally of Charles but Charles used him as a distraction to the French. He also did not pay Henry Back. Henry fell out with Charles. The fact he helped attack France also had the French against him.
Feild of Cloth and Gold 1521.
Wolsey tried to get Henry and Francis to be allys. They had a wrestling match and their was gold stitching on the tents showing the cost and effort from Wolsey. This increased Henry’s prestige but did not make England and France Allys.
Treaty of Bruges
1523.
Wolsey sides with Charles. In 1523 English troops got 50miles outside of Paris but retreated when Charles did not show up to provide support.
1528
England declares war on Charles Habsburg.
Treaty of westminster.
1528 Wolsey strengthened relationships with France and other countries to build a force against Charles.
Treaty of Cambrai
1529, Francis and Charles make peace without consultation of England. Henry was not treated as an Equal.
1515
Wolsey was appointed Lord Chancellor. This was the most important post in the Government and he was the cheif minister and main adviser on all things.
1509
Wolsey became a royal Almaner (In charge of giving charity to the poor.) He became a member of the royal council and had access to Henry.
1512
He organised an army for a war with France by 1513. He delivered a well equipped and well supplied army to France. His big break.
In 1518
He became a Papal Legate. A Papal Legate represented the pope in a foreign country so he now outranked all other churchmen in England.
