1. Proposal discussed in cabinet
2. Government lawyers make a draft
3. First reading in House of Reps
4. Second reading + description of purpose and some debate
5. Third reading + more specific wording debate
6. Moves to Senate
7. Any changes made moves straight back to House of Reps
8. If senate approves, goes to GG for approval
9. GG (almost always) signs it and becomes an act of parliament
