Potential for dynastic rivalry was overcome by allowing the 22 different royal rulers to maintain substantial power under the Prussian King, who was also German Emperor. The constitution proclaimed that all the German sovereigns were equal, although not really true.
The Emperor could claim imperial law and therefore take precedence over the regional leaders. Also created the
Reichstag - Served as a key aspect of unification as the parliamentary body of Germany. Universal Suffrage for all
German men over 25.

The German army was made up of 4 separate armies; Prussia, Bavaria,
Saxony and Wurttemberg. Would
unite during war and fall under Prussia and the Emperor.
