In the 1920’, America started becoming overcrowded. This forced the government to begin placing restrictions on immigrations to begin placing restrictions on immigration, and they established a Quota

In the late 1980’s, the U.S. started raising the ca on the immigration quota. The U.S. immigration policy by the 1990’s was guided by the Immigration act of 1990.
