Plain meaning rule
give statute the plain meaning

respect the legislative intent; if there are two interpretations and one conflict with the Constitution, prefer the one that does not conflict with the Constitution

Expression Unius
the expression of one thing is the exclusion of others
Ejusdem Unius
“of the same kind”: where general words follow a specific enumeration of persons or things, the general words should be limited to persons or things similar to those specifically enumerated

unresolvable ambiguities construed in favor of the defendant
