DENR Administrative Order No. 2005-27:
- Prohibits, limit, or regulate the use, manufacture, import, export, transport, processing, storage, possession, and wholesale of those priority chemicals that DENR determined to be regulated, phased-out, or banned due to the serious risks they pose to public health, workplace & environment.
- Required to register with. DENR, secure Importation Clearance and submit annual report (production & management information)
Chemical Control Orders
in order to gain New Substance of chemical substances to be manufactured or imported the following permits are needed
PMPIN Compliance Certificate and SQI Clearance
Pre-Manufacture, Pre-Importation Notification (PMPIN) Compliance Certificate/ Small-Quantity Importation (SQI) Clearance
- Applicable to all new industrial chemicals not listed in the PICCS
- PMPIN Compliance Certificate: in quantity exceeding 1,000 kg/year (online)
** SQI Clearance : quantity less than 1,000 kg/year (manual at the respective Regional Office)

Interim Guidelines for the Importation of Recyclable Materials Containing Hazardous Substances
- Applicable to prospective importers that intend to import recyclable materials containing hazardous substances (after March 14, 1994).
- Importations covered by the corresponding Letter of Credit prior to 14 March 1994 and are in transit.
DENR Administrative Order No. 1994-28:
