- Europe gains new political boundaries, split into smaller states based on nationalism - Hungarians in Germany became Hungary - Poland and Czech Slovakia were formed

- smaller states are legalistically considered equal, but larger states have weapons and money so they're superior - power is being controlled by more powerful and larger countries
