US moral weapons embargo

USA worried about Japan’s expansionism in East Asia, threatened USA holdings there & economic interests in China
Told aircraft Manufacturers & exporters that the govt opposed sale of weapons to countries that bombed civilians

Change in government in Japan, now there was a new an militaristic cabinet, they announced this plan
Done bc France & Netherlands faced defeats in WW2 So their possessions in east were vulnerable
It was an attempt to create a block of Asian Nations free of western influence
would give Japan’s new population more living space
Export control Act

authorised president to stop export of war materials in interest of national defence
Done in retaliation to Greater East Asia Co-Prosperity Sphere
No more planes, chemicals or iron sold to Japan

Each country would help each other in event of war with USA
Japan agreement with French Indochina

Govt agreed to let Japan station 6000 troops there
also agreed to let Japan move troops and supplies through the northern Indochina

Each country would remain neutral if the other went to war
Gave Japan confidence to continue expanding in South East Asia
In response, USA started arming the Philippines

USA responds by cutting off all supplies of oil, Rubber & Iron to Japan
Not good bc Japan exported over 85% of its oil from USA
USA said they’d lift ban if Japan held Peace talk with China
Japan froze US assets, no more trade btw two countries
General Tojo Replaces Prince Konoye as premier

Showed how Military in Japan fully controlled foreign policy now
He wanted British Malaya & Dutch Java & Sumatra bc they were rich in oil
Needed to destroy US pacific fleet that was in his way
USA demands immediate withdrawal of Japan from China
November 1941
Japan said they’d withdraw from indochina eventually if US & UK stop supplying aid & if USA lifts embargo
No agreement made
Roosevelt appealed directly to Japanese emperor Hirohito to preserve peace

Attack on Pearl Harbor
7 December 1941
US intelligence saw movement of Japanese fleet but didn’t warn harbor in time
Japanese also attacked British possessions of Hong Kong, Singapore & Malaya, and US possessions of Guam, Midway Island & Philippines
USA now had to rely on aircraft carriers & submarines for warfare
USA and UK declare war on Japan
