Routine Traffic Stop ➢
Identify the vehicle to be stopped and notify the ECC by radio with the location, license plate number, vehicle make, model, color, number of occupants, if backup is or is not needed and reason for stop ➢ Use emergency lights, siren or PA system (if equipped), as necessary ➢ If stopped in an unsafe location, the SF patrol shall use the PA system (if equipped) and instruct the individual to move to a safe location, out of the flow of traffic. If necessary, the SF member may exit their vehicle and give the individual verbal instructions to re-locate. NOTE: If there is reason to believe the member is under the influence of any substance, the patrol will not instruct the driver to move their vehicle. Instead, the patrol will request backup and initiate DUI procedures ➢ Do not stop the violator on a curve, on a hill or any place on the roadway that could cause an accident or unsafe condition ➢ SF shall position their vehicle approximately one (1) car length behind the violator’s vehicle, centered on the driver’s side of the violator’s vehicle (closest to the roadway

Discovery of a Suspected Device When a suspected device has been found,
the handler will mark the location and relay as many details about the device to EOD. DO NOT touch or move the device and maintain safe radio transmitting distances (25ft for handheld/100ft for vehicle). EOD assumes responsibility for disposal. SF will NOT handle ANY devices found. ➢ Reaction to detonated device: o Maintain cordon. Only authorized personnel are allowed entry. Always suspect a secondary device o Report the explosion to Command Post and notify AFOSI. Provide: Time of explosion, number of explosions, color of smoke, and spread of fire o Provide clear passage for emergency vehicles and refer media to PA o EOD will verify the presence of bombs/IEDs. Fire Chief will determine the risk of additional injury

When a bomb threat is received the DESK sergeant will NOT hang up. All cases are assumed to be real until proven otherwise. AF Form 440 Bomb Threat Aid will be filled out. The desk Sgt will dispatch a minimum of 2 patrols/3 patrolmen to contain the scene/cross reference the 31 SFS Alarm Priority Checklist for multiple alarms. They have a 5 min response time to SCIFs and AA&E facilities ➢ Desk Sgt will use the AFAAL to contact the owner/user of the facility ➢ Patrols will respond with the most direct route with response code 2/Emergency equipment will be turned off prior to coming in view of the facility ➢ The first patrol on scene will serve as on scene commander until properly relieved ➢ Patrols will look for suspicious vehicle/person upon arriving to the facility o People will not be allowed to enter the facility and each person exiting will be challenged and moved to an area that provides cover for their safety and allows patrolmen to observe them ➢ If a vehicle flees secure the facility and initiate a high-risk traffic stop ➢ Positioning: Once on scene, SF patrols will establish security/containment around the facility/ 360 ➢ Left of the main door will be point 1 and the rest will be assigned clockwise ➢ The on-scene commander will always take up a point affording the best command and control over the situation. o Generally where contact with the facility custodian is likely to be made
