criteria: all conditions must be met at one and the same time, war must be last resort, serious prospects of success, just cause (severe threats or damage which must be lasting, grave, and certain), must be declared by those with legitimate authority, not cause more damage than necessary or what is trying to be prevented, just conduct (treatment of civilians and POWs must be humane)
