Ukase
An order or proclamation by a Russian Tsar having the force of law.
Imperial council
State advisory body to the Tsar composed of people he trusted. Their duty was the investigation, promulgation and abrogation of laws.
Chancellery
Dealt with matters that required the sovereigns personal participation and supervised the execution of the Tsars orders.
Elites
People who were politically and/or socially more important.
Corruption
Dishonest conduct by those in power, often involving bribery.
Police state
A country in which the activities of the people are strictly controlled by the government with the help of a police force.
Third section
Secret department set up in H.I.M own chancellery serving as the regime’ssecret police (created in 1825 by Tsar Nicholas 1).
Conscription
Compulsory enlistment in a national service (serfs were obliged to serve 15 years in the army).
Serfs
Peasants that were owned by and worked for the landowner or the state.
Social mobility
The ability to move between social classes in a society.
Economic mobility
The ability to improve (or lower) your economic status (usually measured in income).
Mir
The peasant community. Land was assigned to the Mir for serfs to work on. The Mir had an assembly, obligations and rights.
Table of ranks
The formal list of positions and ranks in the military, government and court of imperial Russia.
Raznochinsty
People of various ranks who were educated individuals from classes and estates. Including members of the clergy, merchants, minor officials and nobility who had received an education and left their previous estate.
Economic protectionism
The policy or restraining trade between states to allow fair competition between imports and goods produced in the home country.
Poll taxes
Tax taken as a prerequisite for voting.
Royal monopoly
When the Tsar was the only supplier of a particular commodity and was protected from economic competition by law.
State factories
Factories that are owned and run by the state for the state’s gain.
Estate factories
Privately owned factories run for the profit if the nobility which owns it.
Domestic industry
Manufacturers that produce goods within their country of residence (often sold in the country of origin also but can be exported).
Private enterprise
Business or industry that is managed by independent companies or private individuals rather than the state.
Slavophiles
An intellectual movement that wanted Russia’s future development to be based on the values in it’s early history (not western influence).
Autocracy
A government in which one person has uncontrolled or unlimited power over others.
