How are Statues/Acts created?
Through stages: draft, public consultation, committees, bill, 3 readings and debate, royal assent, and proclamation
What are the steps to passing a bill?
1) First readings
2) Second readings
3) Committee of the whole
4) Third reading
5) Royal Assent
First Reading
Clerk reads title and bill introduced to assembly
Second Reading
Members debate the principle of the bill. May call for a vote
Committee of the whole
Whole Assembly of all legislative members. They study the bill and admenments can be made.
Third reading
Last discussion and vote
Royal Assent
Lieutenant Governer approves it on behalf of the king
Parliamentary Sovereignty
A legislature cannot pass a law that cannot be undone by a future sitting of parliament. Except matters of constitution
