sexism- male homosexuality illegal in more countries than lesbianism due to sexist views of law makers that women were incapable of same sex attraction

different norms and values-can be seen as victimless or persons right to do what they want with their own body
in some societies they see a harsh approach on cannabis is needed to prevent it
in other societies they see legalisation reducing harm as people can get help
