Inform them they will be arrested if they persist
Follow through if they continue to ignore your authority
What should you do if a clerk at a robbery scene is upset and wants immediate police action?
Calm them and inform them their help can assist greatly in the investigation
Is it acceptable to interview a distraught person later rather than immediately?
Yes, it is okay to interview them later rather than in that hysterical state
