Inform them they will be arrested if they persist
Follow through if they continue to ignore your authority

Calm them and inform them their help can assist greatly in the investigation
Is it acceptable to interview a distraught person later rather than immediately?
Yes, it is okay to interview them later rather than in that hysterical state
