What is the difference between a Law and Policy?

A

Law - is a system of rules proposed by a community or country and penalties can be issued if not followed
Policy - a course or principle of action adopted or proposed by an organisation or individual.

  • Highways Act 1980 – highway schemes.
  • Traffic Management Act 2004 - was introduced to tackle congestion and disruption on the road network.

What is a Section 106?

A

The requirements of a Section 106 agreement are intended to make a development acceptable, that would otherwise be unacceptable in planning terms, and may take the form of actual works or of a financial contribution towards works to be carried out by others e.g.:
- Highway mitigation works
- Provision of amenities e.g. a school or a health facility
- Improvements to sustainable transport networks and facilities
