LESSON 2 Flashcards
COMMUNITY-BASED DISASTER RISK REDUCTION AND MANAGEMENT FOR PREPAREDNESS (26 cards)
helps build the right approach and tool in developing for a community an effective system in preventing and controlling the likely disasters of a hazard.
COMMUNITY-BASED DRRM PLAN
communities need to be actively involved

3 MAIN COMPONENTS OF A COMMUNITY-BASED DRRM
- EMERGENCY RESPONSE PLAN
- RISK ASSESSMENT
- MANPOWER
conduct a risk assessment that Identifies:
A. potential hazards
B. picture emergency scenarios & resource requirements.
EMERGENCY RESPONSE PLAN
EMERGENCY RESPONSE PLAN identifies,
A. potential hazards
B. picture emergency scenarios & resource requirements.
includes comprehensive and specific discussions on risk assessments, risk reduction, disaster preparedness, and risk management plans before, during, and after the disaster.
RISK ASSESSMENT
4 GUIDING PARAMETERS IN THE LEVEL OF DISASTER RISK
- vulnerability of the community to the hazard
- potential magnitude of the hazard (high or low scale)
- duration of impact (short or long term) of the hazard community
- causality of effects (direct or indirect) to exposed elements
Experts and other resource people guide the community with the basic components and guiding framework of a DRRM plan.
MANPOWER
The members of this group are familiar with the topography of the area and the people in the community.
SEARCH AND RESCUE
The members of this group are trained to provide immediate and proper treatment for a particular health and safety situation.
MEDICAL ASSISTANCE
The members of this group are responsible for facilitating an organized and efficient provision and distribution of relief assistance to the target community.
RELIEF DISTRIBUTION
EMERGENCY RESPONSE PROTOCOL
- SEARCH AND RESCUE
- NEEDS OF SURVIVORS
- MONITORING AND EVACUATION PLAN
its goal is to save lives by providing immediate assistance to the needs of the victim
SEARCH AND RESCUE
To ensure their safety, the rescuers should observe the following:
- Wear personal protective equipment (PPE) if necessary.
- Check if the rescuer shows any sign of difficulty in breathing or problems with the pulse rate.
In the midst of losing properties and loved one’s, survivors’ basic needs-water, food, and health care- should be taken care of.
NEEDS OF SURVIVORS
A well-thought-out DRRM plan helps deliver these needs:
a. Clean, potable water
b. Ready-to-eat food
c. Huge, secured, and safe evacuation centers
d. Visible, accessible, and equipped health care providers
e. Debriefing
f. General evacuation procedures
These include the following:
1.Be aware of the emergency exits and warning calls of the buildings you frequently go to
- Exit the buildings using the stairwells. NEVER use the elevator
- NEVER reenter the building unless it has been declared safe by the authorities
After an emergency response takes place, monitoring and evaluation (M&E) comes in.
MONITORING AND EVACUATION PLAN
is a routine that is done to collect information on any activity.
MONITORING
seeks to know whether the activity is achieving its goals and to understand how and why certain intervention works.
EVALUATION
is the provision of information about an imminent hazard that is likely to affect a community
EARLY WARNING SYSTEM (EWS)
EARLY WARNING SYSTEM (EWS) can be as
sound, symbol, letter
EARLY WARNING SYSTEM (EWS) should be
should be short, distinct, and clear
