A

Why is it difficult to have a constitutional government ruled by one person or a small group of people?

A

If all power is given to a select few, it is difficult to ensure that they will obey the limitations placed on them by a constitution. Citizens wouldn’t be able to force the rulers to obey their constitution because the rulers would have control over the armed forces and law enforcemnt
