Was not empire wide policy, Most of the persecution was local in nature, and the number of deaths fairly limited.

A form of State religion in which the emperors were worshipped as gods

The Romans allowed the Jews to continue to worship their God but forced the Christians to worship the imperial cult. Why?
The Romans respected ancient religions- the older the religion, the more esteem it was accorded.
Why did the Apologists write their defences (often to the Emperor)?
To explain who they were, what they believed and they were not a threat to the Roman Empire
