-In private, individuals can celebrate their culture BUT in public the state promotes equal rights and anti-discrimination laws

-State should be tolerant and afford individuals autonomy BUT liberal values remain most important
-Can’t tolerate the in-tolerate as it would be allowing people to go against individuality e.g. being against homosexuality
