Outer tanks imbalance in flight and landing is allowed one full/one empty (690kg imbalance), provided L wing fuel=R wing fuel
OR
In the wing of lighter outer tank, inner tank is heavier than opposite inner tank by not more than 3000 kg

In exceptional conditions (e.g. Fuel system failure) this values, may be exceeded. Aircraft will remain fully controllable in all phases of flight
