This level of control includes:
a. Empty hand tactics (strikes, kicks)
b. Baton/Impact tools (jabs, strikes)
c. Oleoresin capsicum (OC) spray
d. Electronic control device (ECD)
e. Low lethality shotgun (fired at a distance of seven yards or greater)
f. 40mm specialty impact weapon (fired at a distance of five yards or greater)
g. Canine (with bites)
h. PIT (speeds 40 mph or below)
the subject demonstrates the intent to harm the officer, others or themselves.
Examples include:
a. A subject taking a fighting stance, punching, kicking, striking, or attacking with weapons
b. Other actions which present an imminent threat of physical harm
c. A subject fleeing while in control of a weapon (e.g., firearm in a waistband

Level of Control
a. Intermediate Force
the primary function of the ECD where the cartridge is deployed, firing probes at the subject. The intent is to temporarily immobilize the subject as the ECD is cycled and provide an officer with a “window of opportunity” in which to take the subject safely into custody.

3.210 Vehicle Pursuit
Area lieutenant (watch commander in area lieutenant’s absence) will:
- Monitor the pursuit and ensure it is conducted per department policy, procedures, and training.
- Allow the monitoring supervisor to remain in control of the pursuit.
- Continuously evaluate the need to authorize additional units to the pursuit.
- During the pursuit, consider use of PIT and/or stop sticks.
- Refrain from radio communication that may cause confusion regarding supervision of the vehicle pursuit unless to countermand the monitoring supervisor in charge of the pursuit.
- Discontinue the pursuit over the radio when apprehension of the fleeing suspect(s) is outweighed by the danger caused by the pursuit.
A. Confirm that speeds of pursuing units and fleeing vehicle are reasonably being broadcast over the radio throughout the duration of the pursuit. - Respond to the termination point of the pursuit.
- Ensure all required post-pursuit procedures are completed.
Allow the monitoring supervisor to remain in control of the pursuit
Precision Intervention Technique (PIT)
PIT as deadly force
a. At speeds of over 40 mph.
b. Used on motorcycles.
c. Used on high center-of-gravity vehicles likely to roll over.
d. Used on vehicles that are significantly heavier/larger than the primary unit (e.g., buses, motorhomes, semitrailers).
e. Circumstances that create a substantial risk of death or serious bodily injury.
f. Circumstances warranting the use of the PIT as deadly force include:
1) Continued movement of the pursued vehicle would place others in danger of bodily harm or death other than the occupants of the vehicle; and/or
2) Apparent risk of harm – to those other than the occupants of the pursued vehicle – is so great as to outweigh the risk of harm in making the forcible stop; and
3) Other means of apprehension during the pursuit have been considered and rejected as impractical (e.g., continue to follow, bubble tactic, stop sticks, call for the Air Unit, and/or discontinuance).
g. (CIRT) will complete the appropriate reports for incidents where deadly force is used (PIT or ramming).
1) In incidents where PIT (deadly) or ramming is used, the use of force will be handled by CIRT at the discretion of the CIRT lieutenant, based on the totality of the circumstances.
3.220 Foot Pursuit
A supervisor will respond to a foot pursuit when the following occur:
- Injury to an officer, citizen, or suspect;
- Any entry into a residence or similar structure, regardless if it is occupied or not;
- Any reportable force; or
- Any other unusual occurrence that warrants supervisory oversight.
Upon apprehension of the suspect, the supervisor should promptly respond to the termination point and direct post-pursuit activity. Supervisors should conduct an after-action review with the officer(s) involved

Dispatch a minimum of three officers to the call.
3.400 Responding to persons in Behavioral emergency
The responding patrol officer will:
- Assess situation and confer with on-site first responders to determine if the person is suffering from a behavioral emergency.
- If a behavioral emergency is suspected, request medical personnel, supervisor, and CIT officer to respond immediately if they have not already been dispatched.
- Establish containment of the area.
- Formulate a custody plan with other officers. The object of the plan is to de-escalate the situation, calm the individual, and gain control of the person
a. The custody plan will include a designated officer to monitor the subject’s breathing. - Observe the subject and communicate observations to medical personnel.
- Execute the custody plan quickly once sufficient officers are present to prevent the escalation of the behavioral emergency. If possible, the plan should be executed after medical personnel have arrived.
- Take appropriate steps for care of the individual:
a. Place the subject in the recovery position (i.e., the placement of a subject’s body in a manner that does not restrict breathing or obstruct the airway such as on their side or upright). While handcuffed subjects are seated, they will not be forcefully bent forward at the waist, and pressure will not be applied to their back, neck, or head.
b. Consider the use of two sets of handcuffs to avoid escalating a potential medical emergency.
c. Monitor the subject’s breathing. A subject who becomes quiet or who no longer offers resistance should be immediately assessed to ensure the subject is breathing and has a pulse.
d. Coordinate with medical personnel to transfer custody of the subject to them, assisting to avoid delay in transportation. - Prior to transport, if a subject is combative and removing the handcuffs has the potential to place those present in danger, the handcuffs will remain on the subject. In this circumstance, the officer will escort the subject in the ambulance to assist in the removal of the handcuffs.
- Respond to the medical facility to complete paperwork, which may include a Legal 2000, DOAR, and/or CIT After Action Report.
3.500 Major Incident
Area lieutenant will
- Verify command has been established.
a. If command has already been established, the lieutenant will determine if command needs to be transferred to the lieutenant position. This will be based on the size, type, and complexity of the incident. On less complex incidents, the lieutenant may choose to leave the sergeant or officer in command and mentor the sergeant or officer. The lieutenant will ensure that the decisions made by the sergeant or officer in the position of IC are sound and within the guidelines of department policy.
b. Determine the need for additional ICS command and general staff positions. - Ensure the watch commander has been notified.
- Ensure that all requests for regional, state, or federal resources are made through the Department Operations Center (DOC), thereby permitting the Emergency Management Section oversight of these requests
3.505 Barricade
Patrol lieutenant, incident commander, or watch commander will:
- Ensure officers and patrol supervisor are addressing the situation to a standard and make adjustments as needed.
- Discuss the incident with the SWAT or tactical commander.
a. The available intelligence on the subject’s background and motivation.
b. The nature and severity of the crime (determine the threat to the public).
c. The necessity for a large-scale tactical response and neighborhood evacuations versus surveillance and other means to de-escalate the situation and prevent a use of deadly force. - Designate a location for evacuated citizens to gather that is safe and has facilities (e.g., schools or shopping centers).
- Establish an ICP that:
a. Is secured and is in close proximity to the scene, but is not in the line of sight of the suspect;
b. Has an area for responding units to stage; and
c. Has unobstructed radio and telephonic communications. - Establish ingress/egress routes.
- Request fire and medical support to the command post.
- Assign an officer to function as recorder to maintain a chronological log of events.
- Advise Communications of the command post phone number.
- Assign a patrol supervisor or designee to the TOC, if necessary.
- Request the Traffic Section supervisor to take control of the outer perimeter and any travel routes, thereby relieving patrol personnel.
- Maintain control over the relief and deployment of patrol officers.
- Function as or designate a media liaison, unless the Public Information Office (PIO) is present.
- Notify Emergency Management coordinator when appropriate.

In the event a bomb threat is called in against LVMPD headquarters (HQ), radio silence will be maintained. HQ operations will not be disrupted, and personnel will not be evacuated without justification as determined by officers on scene.
HQ Security Detail/BAC units will: Begin a search of the HQ parking lot, grounds, and public access areas. Officers on scene may request K9 units for an area sweep.
3.520 Bomb threat
Watch commander will:
- Ensure that the threat is handled in accordance with policy.
- Send an email detailing the incident to the Community Policing Division deputy chiefs, the Homeland Security and Special Operations Division Deputy Chief, the Division Director of the Business, Technology and Support Division, the ARMOR supervisor, the SNCTC commander, the Communications Bureau commander, and the Office of the Sheriff executive captain/lieutenant.
- Ensure an entry is not made in the Watch Commander Log.
Command and Control
Two command and control locations will be established when a device or suspected device is located.
- The Tactical Operations Center will be in the vicinity of the device determined suitable by ARMOR supervisor. Command of the primary location and all personnel assigned to it will rest solely with the ranking ARMOR member. The overall incident command will remain with the patrol IC.
- The field command post (CP) will be operated and staffed, and a staging area established as for any unusual occurrence, by LVMPD personnel, who will oversee all field operations in connection with the explosive. Investigative personnel will report to the field CP or staging area as directed, when arriving at the scene
